Phone Call From Site Operator While Surfing Their Site?

My question is – has this ever happened to you?  If you were on a web site, and they called your phone, would that seem creepy? Or just super friendly? Or is super friendly kind of creepy?  I would love to here your experience or comments about this.
This is a new one for me. I got a call from a client who was on a web site for professional organizers, and while on the site she got a phone call from that company with an offer to provide services for a certain amount of money. I’ve seen the little pop-up windows that will connect you with a chat session. Is there a script driven way that browsing a web site could generate a phone call from a call center? How would they get the phone number?
I suspect that she had to have signed up on the site and given them her phone number information, perhaps in an earlier session, and that they have correlated her IP address and phone number so that when she returned, they were able to give her the call back.
Any ideas about this one? Of course my client is sure she was "hacked" and someone is monitoring her computer. I’ll be checking that possibility out, but I doubt it.
